At times in the last year it’s seemed that all a politician has to do to end homelessness is say ‘Housing First’ three times, take a trip to Finland and announce a new initiative.
All three do feature in the plan published by Crisis this morning but alongside a 10-year strategy that challenges the politicians to take a harder road to a real destination – if they choose.
Everybody In: How to end homelessness in Great Britain was developed following an international evidence review of what works here and abroad, a consultation with over 1,000 people across Britain and newly-commissioned research to fill gaps in the evidence.
Crisis, which celebrates its 50th anniversary this year, warns that there are currently 160,000 people facing the worst forms of homelessness in Britain but that if we continue as we are this number will double over the next 25 years.

If the true scale of homelessness revealed in a report for Crisis is shocking enough now, try looking at the projections for the future.
The report by Professor Glen Bramley of Heriot Watt University estimates that what it calls ‘core homelessness’ affected 160,000 households in 2016, an increase of a third since 2011.
That means that at any one time:
- 9,100 people were sleeping rough
- 68,300 households were sofa surfing
- 19,300 households were living in unsuitable temporary accommodation
- 37,200 households were living in hostels
- 26,000 households were living in other circumstances, including:
- 8,900 households sleeping in tents, cars or on public transport
- 12,100 households living in squats
- 5,000 households in women’s refuges or winter night shelters.
The report estimates that these include 57,000 families including 82,000 adults and 50,000 children, so that the total core homeless population is 236,000.
However, the total is forecast to rise by 76% in the next decade. After a steady rise to 167,000 households by 2021 the total is expected to accelerate over the to 238,000 by 2031 and 392,000 by 2041.
As the graph shows, the increases are expected to be especially sharp in unsuitable temporary accommodation, which includes bed and breakfast accommodation and out of area placements.

If the government provides Help to Buy for first-time buyers why not Help to Rent for homeless people?
A new campaign from Crisis says it is becoming harder and harder for homeless people to get a place to live because most landlords think it’s too risky to rent to them.
‘Home: No Less Will Do’ is supported by the leading private landlord associations and calls on ministers to give homeless people looking to rent the same kind of support as they offer first-time buyers and to introduce a Welsh-style homelessness prevention duty.
As things stand, they are caught in what Crisis calls the ‘homelessness trap’: the private rented sector may be their only hope of a home (especially if they are single) but they struggle with upfront costs; and welfare reforms are making landlords less likely to want to rent to them.
The potential consequences – and the timeliness of the campaign – are underlined in new figures published on Thursday showing that rough sleeping has risen by 30% in a year and has doubled since 2010.

Wales is setting an example on homelessness prevention but can it escape the UK-driven logic of austerity in housing?
The question is prompted by today’s Homelessness Monitor Wales 2015, the latest in a comprehensive series of assessments from Crisis and the Joseph Rowntree Foundation on progress (or otherwise) in the UK nations. This one arrives just at the point where Wales is using its relatively new legislative powers to take a different path to England on housing policy.
