A right to own?

What should we do if we really want to reverse the decline in home ownership?

That’s the question posed in a new book published by centre right think tank Civitas (downloadable here). The answers are interesting and surprising, not just because of where it sits on the political spectrum, but also because the author is a longstanding evangelist for the home owning society and opponent of ‘Marxist’ housing advocates.

Peter Saunders wrote a seminal book called A Nation of Home Owners in 1990 that made a passionate argument for the expansion of home ownership as the choice of most people and as a force for good in promoting community cohesion and civic participation.

As such, you might have thought he’d be completely in tune with David Cameron, George Osborne and Brandon Lewis and their policies to satisfy the 86 per cent of us who want to be home owners.

Home ownership: Decline and rise?

At first sight, headline results from the English Housing Survey published on Thursday are very good news for Brandon Lewis.

As the housing minister was quick to point out, the survey shows 2014/15 was the first year since 2003 when the home ownership rate in England did not fall. And, as this graph also shows, private renting fell for the first time since 1999:

He might also have pointed to this graph showing a surprise turnaround in the tenure prospects of Generation Rent:

The fall in ownership over the last 10 years has been most marked among young people, so this increase in ownership among the 25-34s in 2014/15 and decline in private renting is a marked reversal of that trend.

On the face of it then it’s good news for ministers in their quest to revive the property-owning democracy and bad news for doom-mongers (like me). Perhaps all those dire predictions that we are on course to become a nation of private renters are wrong? Maybe Help to Buy really is working? Did Labour commission the Redfern Review into the decline of home ownership to look at a problem that no longer exists?

Peer review – part 1

The House of Lords gave a second reading to the Housing and Planning Bill on Tuesday. What struck me reading through the debate was not just the scale and breadth of the opposition to key parts of the Bill, not just the 34 new powers for the secretary of state to override local decisions, but the sheer number of provisions that either do not stack up or are not yet spelled out.

This two-part blog looks first at the debate on the overall principles of the Bill and then at the more detailed criticism and the prospects for amendments to its individual elements.

The fundamental flaws at the heart of the legislation were best summed up by two crossbench peers who will be familiar names to everyone.

10 things about 2015: part 1

Has there ever been a year quite like it for housing? Here’s the first part of my look back at the issues I’ve been blogging about in 2015. 

1) Be careful what you wish for

It was the year that Homes for Britain became Home Ownership for Britain as political campaigning turned into political salvaging. Housing professionals made their case from Land’s End to London, filled the Albert Hall and secured wide ranging support for its case for more homes. But the election result changed all that – and many of them had booed the representative of the party that won.

True, housing and the need for new homes moved up the political agenda as the year went on but not quite in the way campaigners had imagined. As the election neared the Tories promised a ‘housing revolution’. What amounted to Plan C, the third revolution in five years, took a poor record on supply, and traded it in for what amounted to homes for votes on a grand scale. The campaigners who had filled the Albert Hall found themselves facing the extension of the Right to Buy to housing association tenants.

Keep your friends close – Part 2

Part 1 of this blog looked at the apparent winners and the big losers from George Osborne’s announcements last week. But there is one more group lurking on the edges of the playground, ostracised by virtually everyone. What happened to George’s well-heeled former chums should be a warning to everyone else.

Buy-to-let landlords and second home owners thought they had worked hard, done the right thing, bought a house and then another (and another). Contrary to what everyone said about them driving up house prices and destroying local communities, they thought they were providing desperately needed homes and helping pay for local services. They thought the Conservatives were on their side after they blocked a Labour tax rise on second homes in 2010 and kept buy to let out of European mortgage regulation in 2013.

They thought George was ‘one of us’. After all, he made £450,000 profit on his taxpayer-funded second home and rents out his main home for £10,000 a month while he lives in Downing Street. And they voted Conservative in May when those horrible Labour oiks planned rent regulation and a mansion tax.

Their thanks for all this? Sand kicked in their faces with cuts in tax relief in July and the Chinese Burn of hikes in stamp duty and capital gains tax in November. The fate of these entrepreneurs and investors turned enemies of aspiration should be a warning for all those who are currently part of the Osborne in-crowd.

The needs of the many

How English housing policy arrived from Vulcan via Wales.

I’ve recently been putting together the 100th issue of Welsh Housing Quarterly. The 25-year history of the magazine is closely bound up with the story of Welsh devolution, a distant prospect when it was first published in 1990 but a developing process that led eventually to the first-ever Welsh Housing Act last year. But there was one period early on that has a very contemporary relevance for England as it prepares for the second reading debate on the Housing Bill on Monday and the spending review later this month.

In May 1993 Wales got a new secretary of state who seemed to come from a distant planet. The Conservative MP John Redwood was an intellectual Thatcherite with an appearance that prompted sketch writer Matthew Parris to come up with a comparison that has stuck ever since: ‘a new creature, half human, half Vulcan, brother of the brilliant, cold-blooded Spock’.

Back to the future

The first Communities and Local Government questions with a new opposition brought some familiar faces – and issues – back into the limelight.

The Labour reshuffle following the election of Jeremy Corbyn gave the shadow DCLG team only a couple of hours to prepare so it was just as well that shadow communities secretary Jon Trickett had an experienced man beside him on the front bench.

John Healey was one of the most effective Labour housing ministers and continued to show a strong interest even after he moved on. His warning about the threat to social housing helped inspire the creation of SHOUT. He explained his continuing interest in an Inside Housing interview last year in which he supported lifting the borrowing cap on council housing.

In June he wrote to the National Audit Office to call for an investigation of the Right to Buy. It’s good news that he’s back and even better that he’s a member of the shadow cabinet.

His line of attack at Monday’s DCLG questions was declining home ownership. With George Osborne describing it as ‘a tragedy’, what did communities secretary Greg Clark have to say to millions of ‘middle England, middle-income young people and families’ with no hope of buying?

State of the nation

Results from the latest English Housing Survey reveal some fascinating details about where and how we live and how much we pay for it.

Headline findings from the survey for 2013/14 were published in February. As I blogged at the time, they revealed the full scale of the shift in tenure: this was not just about private renting overtaking social renting but outright ownership overtaking buying with a mortgage.

The results published on Thursday provide much more detail on that and much more besides. Here are some details that caught my eye:

100 years of changing tenure

Most of the 20th century was all about the decline of private renting from a tenure that housed three-quarters of us in 1918 to less than 10% of us by the 1980s. Until then, social renting was expanding almost as quickly as home ownership but it retreated again in the wake of the right to buy. But the 21st century has seen a big decline in home ownership too and the rebirth of private renting:

If at first you don’t succeed

It may have important new provisions on housing and planning but the name of the government’s new productivity strategy rather gives the game away.

Described as ‘the second half of the Budget’, Fixing the Foundations was published by the Department for Business Innovation and Skills but includes chapters on housing and planning and welfare that amplify decisions taken in the first half.

But does the name remind you of anything? Go back four years and David Cameron himself was launching a ‘radical and unashamedly ambitious’ housing strategy. The title? Laying the Foundations.

Once they’ve stopped sucking air through their teeth, any builder will tell you that once you’ve laid the foundations and built on top of them, it’s enormously expensive to start to fix them. It’s also a pretty good indication that the foundations were pretty rocky to begin with.

Enemies of the state

Bring it on. We are determined take you on. Who do David Cameron and George Osborne have in mind?

If you haven’t seen it yet, you need to read their op-ed in Saturday’s Times on ‘Here’s how to build a homeowning Britain’. They mean England of course. You can read extracts on the Number 10 website but that only gives a flavour of the full article so I’ve posted it here.

Ahead of the Budget, they promise that ‘a shake-up of inheritance tax and crackdown on nimby councils will give young people a foothold on the property ladder’. It is not just an explicitly, distinctively Conservative vision for housing but also a declaration of war against anyone opposed to that vision. Here’s my take on the key points:

‘Having your own place is an important stake in our economy. It’s also one of the best expressions of the aspirational country we want to build, where hard work is rewarded.

‘It’s also about social justice. We don’t want this to be a country where if you’re rich you can buy a home, but if you’re less well off you can’t. We want it to be One Nation, where whoever you are, you can get on in life.’
